The Kagadi District Deputy Chief Administrative Officer for Mr. Mugabi Robert has informed the Kagadi District education department that teachers will evenly be distributed to all schools to improve the performance of learners in all government-aided primary schools. Robert said this on 1st February 2024 at Kagadi Model Primary School during the dissemination of results for 2023 Primary Leaving Examination. Robert emphasized that any teacher who is a civil servant must be prepared to work in any part of the district including Ndaiga Sub-county.
Each one of you is supposed to work in any part of the district. Don’t be allergic to changes. When you are transferred to another school, be a role model and promote teamwork.

He tasked the Education Department to set up education leadership committees at the sub-county level to bridge the gap between community learning Centre Chairpersons and County chairpersons. He also added that each sub-county should aim at having at least two model schools instead of one.
He also called upon the headteachers to facilitate the teachers for upper primary so that we can have better results. He acknowledged that capitation grants given to schools are not enough. He therefore called upon headteachers to bring on board the key stakeholders including the parents, PTAs, and School Management Committees so that they can contribute to the improvement of performance for their schools.
Robert challenged headteachers to aim at getting first and second grades in P. L. E emphasizing that the era of 3rd grades ended with the grass-thatched classrooms backed by logs and stones.
The time of third grades, fourth grades, and ungraded (Us) ended when we used to study from grass-thatched classrooms backed by logs and stones. We are now in an era of first and second grades only. The assessment is looking for first and second grades. We must do it together with solidarity. We can’t be the first in the country but we can improve our performance from 92nd to 30th in 2025 P.L.E results.

He advised Headteachers and all civil servants to distance themselves from criticizing their bosses, or actively engaging in political or religious affairs but rather remain neutral.
